Well-constructed, easy to use but possibly a little small for some users.

Overall, this is an excellent piece of kit. I wanted a bag I could easily pull on and off my pannier rack and then comfortably carry on my back once off the bike. In that respect the Thule Pack 'n Pedal Pannier does exactly what I want. The bag seems to be extremely well-made, features a generous external pocket for carrying small bits and pieces and the fold-over flap features a zip-close (waterproof?) pocket big enough to hold a smartphone and/or passport. The interior features a well-padded laptop sleeve, certainly big enough to hold a 13in screen and possibly larger. However, beyond that the interior space may be a little tight: smaller even than say, an Ortlieb Front Roller. So, if you were using it for commuting and wanted to bring a change of clothes, you might not get much more than a shirt, trousers and pair of shoes in there. The pannier fitting mechanism is pretty easy to use although it is slightly frustrating that it relies on fitting a magnet to the pannier rack to secure the lower part of the pannier itself: thus if you want to use it on more than one bike, you'll need to refit the magnet each time. The bag is comfortable to wear, due mainly to a well-padded, single shoulder strap. The roll-top closure mechanism is a little finicky but secure and feels like it'll be 100% waterproof
