It is a Klickfix handlebar adapter for a regular bicycle.
Nice that those things are available separately so I can use the same bag on different bikes (MTB and old Batavus sport bike).

Good and handy adapter for your bike basket
Handy adapter to attach your bike basket (from Klickfix) to your handlebars. Easy to mount and very convenient to use. The bike basket is attached or detached in seconds. The previous adapter did the job for 15 years, so that's fine. When it was transferred to the next bicycle, the plastic mounting brackets broke. If they were made of aluminium, the adapter would last even longer. The klickfix basket is indestructible and still beautiful after 15 years.
