On smaller bikes, the top tube is too short to fit on the two racks. On my gravel bike, I have attached a pannier rack to the seat post. This is effectively an extension of the top tube. It holds very well. On my road bike and mtb, cables routed on the outside get in the way considerably. In addition, I can only fit the two carriers into the frame with great difficulty (top tube too short). I scratched my tailgate with the racing handlebars. Wheels touching each other, scratching is also not impossible.
