Cycling underwear or cycling liners are used for when you cycle a lot, or far, but don't want to have to wear cycling kit. If you get saddle pain when riding on your city bike, then cycling underwear are something for you. They're worn under your normal clothing. Then you have the comfort of a good pair of cycling shorts, usually with a chamois, without the tight lycra effect.
