The foldable cover over the hooks goes easily into the wheel even though it is attached with the Velcro fastener. It would be better if the cover was open at the bottom so that you put the cover over the pannier rack. The hooks are fixed and do not really fit my bike. Extra fastening Velcro difficult to attach around the rack. Better if there was a plastic lock you can turn over the edge.
